 MOTHER NGO SCHEME at a Glance

Introduction

  • The  Department  of Health & Family Welfare introduced this scheme in the 9th five year plan (1997- 2002)

  • DoFW identified and sanctioned grants to selected NGOs called Mother NGO (MNGOs)

  • MNGOs issued grants to smaller NGOs called Field NGOs (FNGOs)

  • Decentralized and initiated integration of the scheme to RCH in 2003


 

Purpose

Promotion of the goals / objectives as outlined in the Reproductive & Child Health Programme of GoI

  • Building strong institutional capacity at the state, district / field level

Role of the NGOs

NGOs are expected to complement and supplement the government health infrastructure and not substitute it.  The NGOs efforts are more effective by developing linkages with local government, related government departments and establishing networks with technical and resource institutions. 
 

Role of MNGOs

FNGOs under the MNGO scheme are involved in service delivery in addition to advocacy and awareness generation.  The key delivery areas under the MNGO scheme are

- Maternal & Child Health

- Adolescent & Reproductive Health

- Family Planning 

- Prevention & management of RTI

Functions of MNGO

 
  • Identification of Unserved & under served areas & identification of FNGOs

  • Motivation of NGOs, CBOs, SHGs and other local bodies in the absence of FNGOs 

  • Development of baseline data

  • Project orientation to FNGOs & Development of proposal

  • Provision of IEC material to FNGOs

  • Capacity building of FNGOS & Technical Support to FNGOs

  • Ensuring appointment of qualified staff in FNGOs

  • Whenever possible inclusion of programmes / groups in the FNGO orientation

  • Liaise, network and coordinate with state and other institutions

  • Monitor the performance of FNGOs and give supportive supervision

  • Work closely with RRCs and State NGO Coordinator

  • Documentation of best practices

  • Submission of reports and statement of accounts & UC

 

GoI    

Provide support through policy guidelines, approvals and release of funds to RCH Society

Grant -in-Aid Committee ( GIAC )    

Approves the MNGO projects recommended by the State NGO Selection Committee

Apex Resource Centre ( ARC )   

  • ARC will coordinate the activities of all RRCs

  • Manage budgets

  • Facilitate RRC coordination

  • Interaction with the State Government 

 

Regional Resource Centre ( RRC )    

  • Technical support for NGO capacity enhancement

  • Documentation of best practices

  • Induction and in-services training

  • Liaison with the state government 

  • Updating database on RCH issues and development of MIS

 

State RCH Society ( SIRCH )    

 

From selection of MNGOs, recommendation of the projects to the GoI approval, fund disbursement, capacity building training, monitoring to evaluation is the responsibility of the state RCH Society

State NGO Committee ( SNGOC )   

  • Review of desk appraisal and identify eligible NGOs

  • Get field appraisal of eligible NGOs done by the RRC

  • Release grant-in-aid as per the MoU

  • Monitoring of MNGOs & ensure timely release of funds

  • Commission MNGO evaluation through external agency

  • Send utilization Certificate to GoI

 

State NGO Selection Committee     

  • Selection of the MNGOs based on the desk review done by the State NGO Coordinator and the field appraisal conducted by the RRC

  • The recommendations are placed to the GIAC for appraoval

 

State NGO Coordinator ( SNGOC )    

  • Responsible for management of the DoFW supported NGO schemes including MNGO scheme

  • Liaisoning, Coordinating & supporting the MNGOs

  • Works closely with RCH society, communicates government RCH & health policies to MNGOs

  • Is part of the State RCH Society and reports to the Secretary ( H&FW )

 

Eligibility Criteria

 

1. Registration    

  • NGO should be registered under ISR Act / Indian Trust Act / Indian Religious and Chartable Act / Company Act or their state Counterparts for more than three years

  • NGOs applying for MNGO status in a state other than that of its registration, should have state specific chapters registered.  Alternatively, branches affiliated to national level federation / organization can be registered with the parent body

2. Experience

  • Proven experience of working for three years in health & family welfare and the social sector

  • Implemented preferably a field project in health or RCH

  • Scale of operation during the last three years should be comparable to the funding sought

  • Field presence for at least two years in the district for which the NGO is seeking MNGO status

  • Experience in capacity building, organizing training in health / RCH, gender and other social sectors is preferred

  • An NGO blacklisted or placed under funding restriction by any ministry or department of the GoI, state government or CAPART is not eligible for applying under the scheme

 

3. Assets

  • Minimum fixed assets of Rs.2 lakhs in the name of the NGO, in the form of land and / or building.  This should be reflected in the latest audited balance sheet of the NGO and should be retained during the length of the project

  • Office premises in the district where it wants to operate

 

4. Jurisdiction

  • Each MNGO is allotted only two districts to work

  • Only one MNGO can work in a district

  • Preference is give to NGO, which seeks to cover un-served, and under served areas in the district.  The NGO identifies these areas in consultation with district RCH officer
